Can anyone point me in the direction of reasonable wholesalers of lighters and ashtrays; candles and incense...which do not require a huge minimum order...work in small tobacco/tea shop looking for new items. yeah I know why they require minimums...but what happens when you buy $200 of stuff that ends up not selling.

have you tried the Thompson's directory? USA wholesalers are listed there.
I have recently thought about selling candles in my shop and found some wholesalers....although I can't remember their website addresses, just do what I did. Google them. "Wholesale Candles"...there are so many companies out there. You will have to provide them with your vendor's license # before they will give you wholesale pricing, but it's usually 1/2 of what you see for sale at retail prices. Some of the candle companies will even put YOUR own label on the candle for a small start up fee so it looks like YOU are actually producing them. Great idea huh!? Just google what you need and email them!

sorry, most wholesalers have this minimum order requirement to prevent non-retailers for sneaking under the wire and buying a few items cheating their 'real' retail customers. Give the wholesaler all of your business details, explain your situation in full and ask for n exception to minimum order requirements until you have grown into a larger, higher volume sales retailer.
